Sorry to second-guess ya, but do you really want to ignore -any- 4006s when
just one 6500 is down?  They should still function, and could still fail,
all on their own, and if you can still reach them to test them you probably
ought to, IMHO.

Yeah, if two 6500s are down then you'd get unwarranted alerts about the
4006s, but even then I'd argue for keeping the alerts coming - if only to
tell someone which 4006s are not getting checked via SA any more and should
be monitored through a backup system (i.e., manually).
