Terminal Services gives each person that logs on a completely separate desktop. Even if the same person logs on twice, they will see two different desktops with their own applications running in separate memory space.
This is great for security, and for applications like Citrix where you have dozens of people logging into the same server simultaneously, but it's not great for remote control of a server. I'm a Terminal Services fan myself, and there's a few workarounds. You can administer SA over Telnet, you can use VNC for remote control, or you can run SA manually over Terminal Services. To do that last one, you have to stop the service, run SA, make your changes, save them, close SA, and then start the service again. Sounds clumsy, but if you've got an urgent change you need to make that you can't do in Telnet, then it works, anyway.
