You could try setting the service to log in using a user account that you know the regional settings are right on (preferably one with something like administrative rights, to avoid any other problems). That way you'll be able to eliminate/prove your theory

Regional settings in the OS of both the SA server and the web server (in fact every machine concerned) is set to 24hr time. Equally (see other thread) short date is set to dd/mm/yyyy. But output is mm/dd/yyyy. Am I missing something obvious?
