I would start looking closely at the Hayes Modem command set. This is the "standard" "ATxxx" commands most modems use. You can play around with how a check might be written by starting a telnet session to the COM port the modem is on, then issuing the commands by hand.

Also, the manual for your modem should have all the AT commands it supports listed.

Dear All,
 
I would like to carry out an outbound dial check on our phone system (normal PBX, not VoIP).
 
Ideally I'd like SA to dial a pre-arranged number that and show as up when it hears a ringing signal or if the phone is answered by a pre-configured answer service. If it gets an engaged signal or no dial tone then the check would show as down.
 
Is anyone doing anything like this or have any suggestions how how it could be done?
