Works fine for me. Are you sure there were no object files in xsane-0.93/src when you called configure --prefix=/opt/kde3 ? Especally xsane-back-gtk.o?! When xsane-back-gtk.o was compiled with /usr/local then xsane searches the eula in /usr/local/ instead of /opt/kde3.
