Yes, "la" is one of the four semi-vowels, the others being "ya", "ra" and
"va".

Hi all,
I have a question about sanskrit alphabets. Is the
consonant "La" as used in "Agni MeeLe" in Rigveda
Mandala 1, part of the list of alphabets? In my experience
of learning sanskrit at school, I have not seen "La"
be a part of the alphabets. It is a part of Marathi alphabets.

I think "La" is considered as a semi vowel but not as a consonant
but i may be wrong

"L" an "Lh" (in vedic only) are variants of "D" and
"Dh" when sandwiched between vowels, only in certain
vedic literature:
IDe = (vowel 'I')-('D')-(vowel 'e') = ILe (R^gveda,
Mandal 1.1)
As such, 'L' and 'Lh' are consonants, not semi-vowels.
Also 'Lh' is not a conjoint letter, but a single
entity.
For practical purposes, vedic has been considered a
separate language than classical Sanskrit. It is quite
reasonable to exclude 'L'/'Lh' for learning classical
Sanskrit. They are worth mentioning as an appendix
while learning vedic language. Similar arguments for
hrasva 'e' and 'o' which are only used in certain
upanishhad literature. No need to include them while
learning classical Sanskrit, but as an appendix for
advanced upanishhadic students.
'L' (but not 'Lh') is also an essential component of
the alphabet in all modern Indian languages south of
the Sindhi-Gujarati-Marathi-Telugu-Oriya geographical
line. But it is phonemically related to 'l' and not
'D', so no spurious connection should be made with the
vedic usage.

P.S. I am not sure what you mean by "alphabet". If
'kshh' is an alphabet for you because it has a
distinct written shape, then 'L' is an alphabet in
vedic, because it has a distinct written shape. 'L' is
not a phoneme because it never is used to
differentiate the meaning of distinct words. It is
only a pronunciation variant of the phoneme 'D'.
