There is no clear notion of verbal forms which could be fully listed in
Sanskrit.
You have root forms, and you have sequences of preverbs. For a given
root, you have
certain sequences of preverbs which are attested, but nothing prevents
you from creating
unattested sequences of preverbs in front of a root, so this is no
obvious limitation
to a finite set of verbal forms.
Furthermore, preverbs are linked by external sandhi to the preceding
word, and NOT by
internal sandhi to the following preverb or root form. Thus it would be
misleading to
enter in your "verb forms encyclopedia" a form such as "ehi" for aa-ihi
= come.
Indeed, you do not obtain "come here" as iha+ehi=*ihaihi, but as
iha+aa+ihi=ihehi,
where + is external sandhi, effected from left to right.
What adds to the complexity is that there are preverbs which attach to
root forms using
irregular sandhi, in assimilation to internal sandhi. Thus prati with
sthaa gives
prati.s.thaa, pari with sva~nj gives pari.sva~nj, etc. All such
exceptions are listed
explicitly in Panini, there is no general rule which explains how to
derive such verbal forms.
The best you can do, I believe, is to list root forms, a not-so-easy
task indeed.
I have mechanically generated such a list of finite root forms in the
Web pdf document
http://sanskrit.inria.fr/DATA/roots.pdf
Companion volumes list absolutives, infinitives and participles.
Of course any such list will contain unattested forms (not so
problematic), will miss some
attested forms (thus is incomplete), and will contain mistakes.
Correcting these mistakes
will progressively yield a reference document for Sanskrit verbal
morphology. Further
specialised versions will be indexed by corpus collections, in order to
have a finer diachronic
view of vedic forms, epic forms, puranic forms, etc.
