such converterters ("translators") are already there. they take input in
iTrans format and convert them into Devanagari. see the following link. it
is online :
iTrans to devanagari converter (online)
Besides this ,i t is also possible to convert among various Indian scripts

Dear Ashok,
There are already such translator programs
freely available - Itranslator98 and Itranslator99
which take input in the format u specified
and then output devanagri text.
These can be copy-pasted to a word document too.
But I guess Mr.Govind is asking for some way
in which email can be sent in devanagri script.
and is asking suggestions for the same.

The best way to popularise Devanaagarii e-mail is to start using it. many
people and discussion groups are already doing so. all tools are freely
available. only thing required is to make up ones mind and start using
them.
Gmail and others allows sending and receiving Unicoded devanaagari email.
even the full interface of gmail is available in Devanaagari(Hindi).
