I just figured out that for the "user_system" dmbsrv command to succeed the user you 
specify needs the right "logon as batch process" (logon type 4). This applies to 
Windows XP Pro at least, should be the same on win2k.

On XP Pro you can assign these rights by executing "gpedit.msc".
