Are You working on remote or local server?
In other words - is your SAP DB server installed
on the same machine as DBM GUI, or not?
In first case do not fill the information about
system user and password - leave it blank.
In any case you should check your policy settings -
it must have something in common with that
(i.e. privileges - logon as service etc...).
