After submition of a bug report (or a comment), the page is rendered with
green rectangle, containing notification message: "item successfully updated;
Mail sent to ...".  If page is scrolled, the rectangle is still located at the
top of the page.  Is this the way it is supposed to work?

I attached the screenshot (savane 1.0.5 in galeon-1.3.17).
