Yes, sorry for the confusion.
What I meant to say is that it has to be under Hurd's license if it is going
to be merged into the Hurd distribution at some point (there was a discussion
about PyHurd on bug-hurd, IIRC). Although Hurd's license is GPLv2+, some
parts are under GPLv2 only (how is that possible, I can't tell).
