So, Cython is a code generator, similar to GNU Bison. Bison has a special
exception, because the generated code includes non-trivial parts of Bison
itself. I can't see this in the case of Pyrex/Cython.
If the generated code was considered a "Derivative Work" of Cython, then it
would still be possible to redistribute it under any license that is
compatible with the Apache License 2.0, provided that the requirements in
Clause 4 are met. (This excludes GPLv2, which would mean that PyHurd cannot
use Cython in that hypothetical scenario.)
