Hello,
Thank you for submitting a new project to host on GNU savannah.
Submissions should be made in English.
Additionally, please upload an archive with the source code of the project to
GNU savannah instead of providing a URL to the hosted source code elsewhere.
It seems that the gitlab's repository is not accessible without signing up to
gitlab.
Please note that you mentioned some limitation for "non-commercial use" - that
is incompatible with GPL - if a project is licensed under GPL - commercial use
is permitted. If a piece of source-code does not allow commercial-use, it can
not be used in a GPL'd project.
