Hello,

Thank you for clarifying the licensing issue. If the project is GPLv3-or-later
then there is no problem (but also no to expand on it).

You can upload a tarball by downloading the code to your local computer, and
using "tar -czvf output.tar.gz DIR".
The content does not need to be an official released version - but it should
contain all the files you intend to host on GNU Savannah.

Project approval on GNU Savannah requires that files be checked for copyright
and license information - without uploading a tarball, the project can not be
approved.
