If you have only a single output, you can set those parameters globally:
set("frame.channels",1)
set("frame.samplerate",22050)
Otherwise, you may consider piping the data through an intermediary process
such as sox.
Of course, if you really consider seriously this option then I would warmly
recommend compiling you own liquidsoap with native mp3 encoder enabled or
installing our stable or daily packages, which would be the true solution ;)
