The irony is that I implemented the charset= request parameter parsing
in input.harbor and never though about adding it to ocaml-cry.. Which
also means that there should be no problem at all to add it in
output.icecast with regards to input.harbor.

My only concern is about changing the default encoding to latin1 for
non-ogg icecast outputs, in case a lot of users had been working with
utf8 for a long time.. However, I think 1.0 is the right time for
those changes and also that it is always better to stick to the
standard..
