Thanks for the reply. It was my typo in the email the actual file name was 
“test.liq” I wish it was that simple.

Here is what I have found so far. 

The manual states;

liquidsoap ’out(playlist("playlist.pls"))’

This does not work on windows.

 

BUT this does seem to work??? I have wget installed on this machine and a sound 
card. But it does not play.??

Joe,

 

Not sure which is the typo, but your command line say test.lig and your note 
says it is test.liq

 

(note the difference between the 'G', and the 'Q'...

 

Could it be that it's just trying to tell you that it can't find the file?
