Wouldn't not requiring an official SCA BOD presence and insurance be a 
-good- thing?

The SCA insurance policy specifically excludes animals.  That won't 
change. Which means every time there is an event that includes horses, 
for example, we have to pay into an additional policy (60$ -per 
event-).  If the SCA is willing to let the coursers do their thing 
without requiring beaurocracy, representation and $$$, I personally 
would smile, and go on doing what I was already doing.  Official SCA 
BOD recognition only means more work, rules, restrictions and hassle, 
IMO.
