I think that is also the reason why we don't have correct world. While I am a perfectionist myself, I admit we have to live in imperfect world where people, including developers and database maintainers have limited time. Besides, it is possible to create databases of reasonable quality using current software. If I were to to create and maintain high-quality database, I would use separate PGNs for each tournament (sorted by year) and store them in CVS. This way, they can be improved easily (even by correcting typos in single game).
