Hmmm... I'm the owner of the Sourceforge Phalanx project now :>
So it'd be good to work together and centralise any phalanx 
changes there. [Anyone interested in writing a new web page 
for http://phalanx.sf.net is  welcome to send it to me].

I currently have a new cygwin win32 Phalanx binary with my 
castling and "st" time fixes, which i'll try to put up this weekend. I still 
don't have cygwin installed though, so a hand 
compiling new changes would be appreciated too.

Have you replaced the FD_SET command ?
This command is necessary for proper working with Scid, and is 
only supported with cygwin AFAIK.
