Isn't that about when Scientific Linux admins deferred to CentOS and encouraged people to migrate to CentOS? That seemed a very positive move at the time. Sadly, the decision by RHEL and CentOS to stop publishing point releases of CentOS 8 and support only "CentOS 8 Stream" has lead to a number of discussions and colorful metaphors about exactly what stream we're supposed to be dipping from, and has lead to many developers and places refusing to use CentOS 8 or, in turn RHEL 8.
