Well, Visual Studio has not always been consistent either. In VS.NET
2003, it's
Ctrl+K, Ctrl+K
Ctrl+K, Ctrl+N
Ctrl+K, Ctrl+P
Who knows in 2005. But at least in VS they are configurable.

As for the topic, most of the time you just jump between bookmarks
and I think F2 / Shift+F2 is better than Alt + arrows. Also, one
keystroke
for toggling the bookmark is better. Moreover, it's all consistent
with Find
(F3, Shift+F3, Ctrl+F3).
Not to mention the same as Visual Studio... :)
Oh, you are talking just about the Bookmark stuff... yes, it is
strange (and unfortunate?) that they changed these - but they left all
of the F3 stuff alone (and as you say, the others can be fixed). ;)
