On GTK+, the menu is hard coded for 50 elements. It has never been
longer. Commands that do not appear in the Tools menu may still be
used for user.shortcuts or user.context.menu.

i see this on Win32...i use a new command number also for lexer-based
commands. e.g.
i never use
command.10.*.c and command.10.*.pas together.
i think if commands >=50 only accessable by user.shortcuts or
user.context.menu the documentation have to be changed/appended.
