i see this on Win32...i use a new command number also for lexer-based commands. e.g. i never use command.10.*.c and command.10.*.pas together. i think if commands >=50 only accessable by user.shortcuts or user.context.menu the documentation have to be changed/appended.
You could try changing toolMax in SciTEBase.h and rebuilding but I'm not sure it is worth increasing to more than 50 for what is, to me, a strange usage pattern.
