In Windows XP, it could be UTF-16.
I've not managed to think up anything better. If I've understood correctly, "default" (or "8-bit", as it is currently) actually means "Whatever your properties specify". But that is too long for a menu option! Maybe "Use Properties" is short enough and more descriptive?
