Please don't make such broad global statements "Gemplus OP application loader does not
work with IBM cards". Specify version and which spec applies (e.g. OP 2.0, 2.0.1', or GP 2.1) and
which IBM card.
Same comment applies to "Cyberflex access does not support Open Platform".
Also please note: Open Platform is Global Platform (has been for several months)

Yes. There is the OpenPlatform specification, which provides a standard
install mechanism. But beware, that ...

the Cyberflex Access (Augmented) Crypto card does not support OpenPlatform.
The new Access Developer does probably.

And please beware also, that there are still small differences, e.g. the
Gemplus OpenPlatform application loader does not work with IBM cards,
because small differences in AFAIR P1 or P2.
