Do you mean in the press releases or in 
practice? :-)

There is work on interoperability among (some)
Java Cards going on in 3GPP T3 these days and 
there is a test suite (3GPP TS 11.13).  There
will also be a test suite for GP soon.

Metrowerks seems to have "vendor-neutral 
standard tool":

Just a quick question:

Is there any _standard_ way to load an applet on JavaCard?

Suppose I have a Cyberflex card and I want to load an MuscleCard applet
to it. Am I commited to use Schlubmerger SDK to do this, or is there any
vendor-neutral standard tool?
