In the subversion case, -p doesn't function at all, regardless of whether it points toward an older webrev, or another workspace. It is possible for us to deal with -p, I believe (by treating it as any old directory), but in the base case we need to do as we do now, and use the base revision from subversion. I'm tempted to suggest that for subversion, if $codemgr_parent is available, set $PWS.
