Would it be reasonable for Cadmium to provide "hg zclone" which creates
the filesystem, pulls from the target repository, and populates hgrc
appropriately?

Well as long as "hg zclone" is Cadmium-specific, it could check the
target repository for usr/closed, and clone it, too.
