The gatekeeping issue about doing it before integration is that (technically, at least) we don't like to see projects incrementing piecemeal. As a general rule, if we were to put back to ON, and then the whole SCM thing gets redirected (NO! I'm not saying that'd happen), then the gate would be left with some now-incorrect changes that were made for a future project that didn't arrive.
