Absolutely.  But the RTI database *has* to move outside.  Bad comments we can
live with, even if it's a pain in the butt for the gatekeepers.  But we simply
can't let people push to the gate without an approved RTI, and once you publish
one piece of data like that, you might as well publish the rest.

As for when the database is unreachable for some reason, well, we do have
comchk -O, which disables the monaco lookup; it could be used for other
potential connectivity issues as well.
