If this is implemented, it needs to be implemented such that it under no circumstances fails just because a user cannot access WebRTI (i.e., anyone not on SWAN). If someone is on SWAN, and can't reach WebRTI I believe we have separate errors there, and another visible indication won't hurt, but the off-SWAN case needs to be silent on this.
