We've had a handful of putbacks recently where people have simply forgotten to
put their ARC case in their comments.
This needs to be prevented with more robust checking. For the missing ARC
cases, checking the RTI database could have notified wx that there were ARC
cases associated with the putback, and wx could have seen that these ARC cases
were missing from the comments in the active file.
We also have consistency problems between delta comments and putback comments,
but that will go away with the mercurial migration, and can't really be fixed
in wx, anyway.
Note that we could also check that all the bugids listed in the RTI are present
in the comments as well. And vice versa -- all the bugids and ARC cases listed
in the comments are present in the RTI.
This should also take into account that we allow for ARC cases to show up in a
bug synopsis instead of on a line of their own.
