Are there specific bugs that we should list that this bug is blocking? Or is
this bug just generally interfering with testing?
Also, how hard is it to recover once this bug strikes? It looks like the
repository is toast (or someone needs to rebuild the manifest by hand), i.e.,
restore from backups is the best bet. Is that accurate?
