Yes; you need some sort of transport.  Multiple are possible, but
we're currently using hg-over-ssh.

It's possible and reasonable to have local hooks for commit, and
remote hooks on the gate for push, both of which provide sanity
checks.

The current tools have extensions that mimic what you do today with
"wx," meaning that you do "hg nits" instead of "wx nits."  Today, the
teamware commands are, as you describe "naked," where the user must
apply some brain cycles into using the tools right, and the cdm
extensions use a similar model.
