I didn't exactly follow what the VDD generator is used for but if the
problem is any file not encoded in proper UTF-8 while UTF-8 is
expected, my suggestion would be to reencode in in UTF-8 with a
appropiate text editor of your choice. Under Windows I use TextPad 4

Bugzillas UTF-8 Parameter is to tell Bugzilla to encode all texts in
the database to UTF-8 but should be used with care fpr productive
installations.
