I am OK to investigate about this.

If I understood correctly : 
UTF-8 flag in Bugzilla means that Bugzilla data are stored in MySQL tables 
encoded in UTF-8.
This is now the default settings.
As we start using Bugzilla a few release ago, all the data we have are stored 
in Latin-1 (or ISO8859)
And we did not convert our data, so we must keep that UTF-8 flag off

I test to set it back to On - summary and comment are now incorrect - , and 
error message from vdd_generator was the same.
So, mayube it has nothing to do with my current problem.

Q : Does anybody else is using Bugzilla, Scmbug with UTF-8 flags set to Off ? 
Do you face the same problem.

On the other hand, there is no encoding indication in vdd.sgml, so xsltproc 
expects it to be UTF-8 encoded.
But it is Latin-1 encoded.

Q : Could you tell me more about how vdd.sgml is generated

Jérôme, I'm UTF-8 illiterate. I don't know what the problem really is. I
don't understand why xsltproc would not accept it or how we could make
xsltproc accept it. I also wonder if setting the UTF-8 flag to on in
Bugzilla might help our case here -- but again I don't know what the
UTF-8 flag is supposed to do.

Perhaps you could research this some more ?
