Subversion 1.3.2 is pretty old, you should consider upgrading to a

No sorry, that's wrong, the version number is for the version of the
bugtracking system, in your case your version of RequestTracker. My
configuration for Bugzilla for example looks like following:

    # Configuration information of the bug tracking
    # system
    bugtracker => {
        # The possible options are:
        # - 'Bugzilla'
        # - 'Mantis'
        # - 'RequestTracker'
        # - 'TestDirector'
        type => 'Bugzilla',
        # This MUST be in the format x.y.z, where x,y,z
        # are integers
        version => '2.22.2',
