I don't understand your words: you have to configure the IP for machine A in
the glue.conf of SVN repositories on machine A and B.
In machine A (134.122.180.251), the daemon is running, the glue.conf is set
daemon => {
location => '134.122.181.42', # or: location =>
'134.122.180.251',
port => 3872,
},

If you host two Bugzillas on two different servers, machine A and B, connecting
to the same database on one server, your machine B, it's regardless which IP
you configure als URL. You just have to decide where the SCMBug deamon is
running and configure exactly that IP in the glue of your SVN repositories. If
the SCMBug deamon runs on machine A, you have to configure the IP for machine A
in the glue.conf of SVN repositories on machine A and B.
