Normally you would just nead one SCMBug deamon on one server, machine
A or machine B. The glue part of SCMBug would be installed in each SVN
repository you like on every server you like. Those glues would have
to be configured that they can talk to the SCMBug deamon running on
just one server. The one server needs the Bugzilla files to function
properly, too.

The preffered config would be:
machine A (134.122.180.251): SVN, SCMBug 0.23.0, Bugzilla 3.0.2
machine B (134.122.181.42): SVN

Bugzilla is configured to use the database on 134.122.181.42, SCMBug
deamon is configured to use Bugzilla on his own server in
/var/www/html/bugzilla-3.0.2. The glues of SCMBug are installed in the
SVN repositories on machin A and B. The glue on A is configured to
talk to localhost or 134.122.180.251, the glue on machine B is
configured to talk to 134.122.180.251.

That's your setup:

machine A (134.122.180.251): SVN, SCMBug 0.23.0, Bugzilla 3.0.2
machine B (134.122.181.42): SVN, SCMBug 023.0, Bugzilla 3.0.2

You could run one SCMBug deamon for machine A and B with the cnfig as
described above or one on each server with the glue on each server
configured to use the deamon on localhost.
