If you do not want to generate files when "consolidate_cvs_messages" is
true you will have to guard the "load" statement in CVS.pm line 198. It
is where the tmp file is either loaded or created...

They should be, and /var/log/scmbug/activity.log should display
"activity_verify" requests.
Sorry, I was wrong here. activity.log should also display
"activity_commit" requests. Do you see any of those ?
If you don't see an "activity_commit" request, that means there was
never a request issued to the daemon to actually... put the log comments
in Bugzilla.
And this request was not issued probably due to the way the
consolidate_cvs_messages policy is implemented. I don't understand. I
tested with this policy disabled with 0.23.4 and it worked for me.
