Okay, I've switched my ScmBug version to 0.23.4 as you've suggested.
This appears to be working MUCH better.  Thanks!

I've upgraded my initial repository glue with no issues at all.
Everything went perfect as far as I could tell.  The activity.log does
display the following though:

Wed Apr 30 08:54:10 2008 127.0.0.1:2683 Processing connection from
Wed Apr 30 08:54:10 2008 127.0.0.1:2683 No username supplied.
Wed Apr 30 08:54:10 2008 127.0.0.1:2683 Invalid value '' for policy
presence_of_bug_ids.
Wed Apr 30 08:54:10 2008 127.0.0.1:2683 Connection from      processed

I expect this is okay although I don't know why it complains about the
no username and an invalid value for the presence_of_bug_ids.  My glue
config file contains the following for this parameter:

presence_of_bug_ids =>  {
  value => 'required'
 },

But again, for me things seem to be working.

I did not have any more issues with the upgrading process hanging on
me.  I have to be honest here, it may be just the case that when I was
doing this yesterday I just didn't hit enter enough times.  Instead I
was waiting for something else to happen and because nothing else was,
I thought it was hanging.  Very dumb but very possible.  I thought I
had hit enter enough times yesterday but today I found myself again
waiting for something to happen (thinking it was hanging) and then I
realized that the enter prompt came up again.  I hit enter again and
it completed.  Stupid users :)

One more thought that I've brought up before (around a year ago).  I
still cannot use the windows zip tool to unzip the downloaded zip
file.  I receive the following error:

"Windows has blocked access to these files to help protect your computer"

I did look into this A LITTLE but did not find anything too
interesting (as far as a fix).  I'm just bringing this up again
because for window's users that are giving this a try, this might be a
little discouraging to come across as this is one of the first things
they have to do.  Petty? Sure, but I think the less friction the best.

I have to say I'm very happy once again and will report any problems
that may come up.  Before this upgrade, I had been running on the
0.25.2 version for almost a year and not once did I have any issues.

For me, once things are configured (which does cause a little
friction) this product works perfectly.
