It's probably needed by the VDD Generator.  But, you could still install
scmbug and not use that tool. You can override the installation with
dpkg ... but I guess DreamHost won't let you do that.

Comment out in configure.in the line that requires fig2dev, and
run ./regen.sh; ./configure
