If this is a problem with docbook, some dependencies were documented
before:

It's not clear from your description what the problem is. 

Perhaps it's a problem with the versions of other software you are
using, like fig2dev and ImageMagick. On my build machine, ./configure
reports:

Running 'fig2dev -V'

fig2dev Version 3.2 Patchlevel 5

Running 'docbook2dvi --version'
DocBook-utils version 0.6.14 (jw version 1.1)
