Yes, this is the bug under which the problem of truncated logs is
described.

No. There are truncated comments, but those comments were entered
through the Web UI; not through Scmbug. The comments are truncated
probably due to an upgrade of Bugzilla and/or MySQL on the server in the
past.

Yes, this is a problem.

From what we know the environment locale affects the interpretation of
the characters:

I doubt there's a problem with Bugzilla. It may be the case that
Bugzilla expects a specific locale (that Bugzilla or Apache may even be
setting in the environment) and that Scmbug uses a different locale in
its environment.

I suspect this was the problem when the mkgnu.net Bugzilla instance
truncated a lot of comments; an environment/locale issue.

A place to start would be to try and dump in a debugging file the
environment in Scmbug when committing, and the environment in Bugzilla
when submitting a bug and compare them. The locale is probably the
problem, as identified by Javier.

It would be nice to understand if Scmbug reliably extracts the log
message from SVN (Javier had found Scmbug was at fault when he was
researching this) or whether Scmbug needs to alter the environment in a
special way when loading the Bugzilla libraries; as if loading them
through Scmbug misses this (and possibly other) configuration steps.
