David, There is the Los Angeles Ruby Conference being held in Burbank CA on February 19th and 20th. On the 19th there are two hands on workshops aimed at folks just like you.
Ruby Koans is an introduction to ruby and programming skills and how to sharpen them. Intro to Rails is an introduction to programming web-sites with Ruby on Rails.
