I'm in the same predicament. I'm a programmer that loves great
designs, but I am unable to think the way a designers do. Fortunately
I have a good friend that does great work and is willing to give me a
decent discount since we were buddies in college:

Another option is to put your idea out there for bidding:
http://programmermeetdesigner.com. It's a newer website created to
tackle just this problem. I haven't used it yet since my friend does
most of my work, but I like the idea.

It's a little Flash-y, and I don't know where his static HTML portfolios
are. They are very lean and clean. He has a good feel for how to fit the
small details into the big picture.

My own layouts are sights that only a programmer could love. ;-)
