Adam, If you need +48 from a -48V shelf use a DC/DC converter. While grounding the negative side of a DC plant will appear to work the fuses won’t work properly. Ground the 0V of the Eltek and use the -48V to power the equipment (assuming it will take -48). Otherwise use a DC/DC converter. The Meanwell RSD series works well (and the SD series sucks). Netonix has an IDC model that can take -/+48VDC. For anything that needs +48VDC, I think you could power them off of the Netonix or hang a DC/DC converter (like a Meanwell RSD) directly off of the Eltek shelf.
