Goa Messenger is alive and well.  Just today I received, in London, the copy 
dated 1-15 October 2004.  The cover has a striking photo of the new Corjuem 
Bridge and the main item is about Stray Cattle.

I expect the website is not updated owing to  our disinclination to

Crime Against Innocents

About a year back the then director general of police, Mr Seva Dass
had observed that crimes against women were on the rise in Goa.
But within a year the nature and character of the crime seems to
have undergone a change; it is no more only 'love rape,' but the
rapists have been targeting minors.
The new DGP, Mr Amod Kanth in a statement said that 50 per cent
of the rape cases reported in the last year involved children. During
the last two months not less than a dozen of rape incidents against
minors have taken place. Though the police officials claim that they
have been prompt in taking action to nab the culprits, the numbers
indicate that rape, the most heinous crime against women in any
civilised society is on the rise in the state.
The minors are innocent, helpless and not so vigilant as adults. They
become easy victims to the rapists. It is significant to note here that
while in most of the adult rape cases the accused happened to be
known to the victims, in the case of minors it was different. In their
case, most rapists had no relation or close familiarity with the victims.
There is still another difference between sexual abuse and exploitation
of adults and that of the minors. While incidents of adult rapes are
reported to the police( although even in these cases, many go
unreported), a majority of cases in which minors are victims are
hushed up since the family does not want to bring the matter out
in the interest of the girl's future.
It must be underlined here that rape of the minors has registered
a rise in other parts of the country as well. According to nationwide
crime figures, cases involving minor girls constitute about 50 per cent
of the rape cases. And during last couple of years instances of
child rape have outnumbered the number of adult rape cases. The
minors suffer because they are vulnerable and ignorant. They can
easily fall into a trap.
The primary responsibility lies with the parents to provide the minor
girls security and care and escort. The decline of the joint family
system could be contributing in its own way to the rise in the crime
against the minors.
We are living in times when parents, whether from the poorer strata
or the middle class, keep themselves preoccupied with the activities
of their livelihood or profession, ignoring the questions of protection
to the minors. It is time parents learnt to find time to provide protection
to their minor children.
In one of the rape cases that took in South Goa, the rapist took the
girl away from her home, telling her that his wife badly wanted her
company to cheer herself up and then committed the heinous crime.
Couldn't her parents been more wiser and careful not to let her go.
On March 7 last, a 10-year-old schoolgirl was gang-raped and done
to death in Betul in South Goa. Unable to bear the agony and pain,
her father also killed himself in his home in a case of self-immolation.
On the fateful day, she was alone at home. Her father went to bring
lunch from the shop his wife runs at the village jetty. On his return
from the shop, he could not find his daughter. He and his wife were
devastated later to discover her body in the crumbling shed outside.
Had the father taken care to take her along or put her in the care of
somebody in the house, the gruesome incident would not have
happened.
While the age group of victims is changing, there is a change in the
age group of rapists as well. Until a few years ago, the average age
of rape offenders hovered around 40-45 but now it is less. In 2003
across the country, 90 per cent of the people accused of rape of
minor girls were aged between 18 and 30 years.
It is also a fact that sexually explicit materials, accessible via
internet and television, instigate younger people to sexually abuse
and rape minors. The trend is no different in the state. Often the
accused is found remorseless after having committed the crime.
The reason behind the sudden spurt in cases of minor rapes is the
culprits find it relatively easier to get away. It is easier to rape a
minor since a child is vulnerable. A child can hardly resist a rapist,
unlike an adult woman.

Hi Cornel

Unfortunately, the caste system is alive and well and flourishing, not just in Goa.  
But do you
really expect a serious discussion, including from the cybergoan community, on such an 
important? 
I think it is too difficult for most to interrupt nostalgic memories of Goa (including 
pre-1961),
fish and feni.  Heaven forbid, they might even have to turn off the music, stop the 
dance or miss
a picnic.

After Cancer News, a $1 Million Bit of Luck

September was an awful and wonderful month for Quentin Coelho, husband, 
father of two and a night-shift worker at the Columbia Home Depot store.

First, he got the news he has stomach cancer. Then, last Thursday
morning, he called into a radio station contest. Rockville hit music 
station HOT 99.5/WIHT FM informed Coelho that as the 100th
caller in its Hurricane Cash contest, he had won $1 million.

The prize "couldn't have come at a better time," said Coelho, who
is 46. With a diagnosis of cancer, "you wonder what will happen," he said. 
"This is a little bit of comfort. God is working."

Recovering from a laparoscopic procedure performed Monday to
determine the progress of his cancer, Coelho said his wife, Patricia, an 
executive secretary, deserved the credit for the prize.Before she left 
for work last Thursday, she set up the telephone to dial her favorite 
station and told her husband to make the call when the contest was 
announced, he said. "All I had to do was redial."

The station, which declared Coelho the Washington area's "newest
millionaire," is one of 1,213 operated nationwide by San Antonio-based 
Clear Channel Communications Inc. This was HOT 99.5's first $1 million 
giveaway. The station said it plans to hold another in the next couple 
weeks.

Coelho and his wife could have received their $1 million in 40
years' worth of $25,000 annual payments. Instead, they opted for a lump 
sum of $437,000, which will come to about $280,000 after taxes, Coelho 
said.

They plan to use some of the money for a down payment on their
first house and invest the rest for their daughters, Raquel, 7, and 
Shauna, 5.

Coelho said the prize won't change their lives. He is counting on going 
back to his job at Home Depot after surgery later this month.

Results from Monday's test gave him renewed hope about being
around to enjoy the future with his family and his co-workers.
His doctor told him his cancer had not spread, he said.

"It's really good news," Coelho said. "I can recover from it."

Hi all,

I wonder why India has this nemisis for Pakistan, and why journalists always
use the term Arch Rivals when India and Pakistan Play, (one can refer to any
newspaper) are we really filled with so much hatred towards each other, or
is the journalism keeping the flame of hate alive in our minds? its high
time this term is dropped. Coming to the game, first it was Cricket, the
much loved sports of India, and now its Hockey? are our teams capable of
playing any sports to their best? Its a pity that instead of being the best
we are slowly going downwards, except in Population.

New Delhi, Oct 7: A comprehensive report prepared by a
Bangalore-based NGO, available with NDTV shows nearly
half of Congress MPs are crorepatis and one in every
four MPs is a criminal.  
 
Based on affidavits filed at the time of nomination,
the report shows that every fourth Lok Sabha MP faces
a criminal case.

Out of these, every second MP faces charges of either
dacoity, murder, rape or all these. Any of these can
invite a sentence of more than five years. The survey
also reveals that

More than 50 per cent of MPs with criminal record are
from UP, Bihar, Jharkhand and MP;

Among the political parties, 35 per cent of RJD, 28
per cent BSP, 19 per cent of SP; 

10 per cent of BJP and 8 per cent of Congress MPs face
charges;


Only the Left Party MPs face no criminal charge.

With muscle power has also come an increase in money
power and the list of crorepatis in Lok Sabha is
equally impressive and long. 
50 per cent MPs have assets worth more than Rs 50
lakh;

45 per cent of Congress MPs are crorepatis;
Every tenth Congressman owns assests over Rs 10 crore;
Congress MPs account for more than 50 per cent of
assests of all MPs;

Only the Left parties have no millionaires.

The survey brought out by Public Affair Centre, a
Bangalore-based organisation also shows clear
connections between education, criminal record and
assets owned. 


The survey also reveals that 132 MPs are not graduates
and 30 per cent of these face criminal charges. The
survey also reveals that only 6 per cent of present
MPs are not matriculate.

Then the people's representatives have not been
setting a good example. More than 50 per cent do not
repay loans and 45 per cent of these are Congressmen
and 23 per cent from BJP.

The survey reveals that 13.6 per cent had debts
exceeding Rs 10 lakh with total outstanding debt of
MPs at Rs 41.3 crore.
 
In addition, MPs do not pay their dues too. According
to the survey, 13.8 per cent owe money to government
departments and the total dues amount to nearly Rs 8
crore.

The survey reveals that MPs have criminal records,
possess more wealth than one could imagine and MPs who
do not repay debts or pay bills or for that matter do
not beleive in PAN numbers. 

In all a very grim picture of a nation saddled with
lawmakers who have little faith in the law of the
land.

Hi Mervyn,
Many thanks for the info you sent on Dar bands of the 1950s/60s. I also
kindly got a lot of detail yesterday from Tony Barros.
I did eventually, figure out the name of the DeMello Brothers' from Dar-- 
the Band which played alongside my group in Mombasa in 1959/60. They were
called the Modernaires then but I know that names changed over time with
different personnel.

India's struggle to befriend investors

India is trailing neighbours such as Pakistan in freeing up business
The World Bank's latest World Development Report praises many of the steps
India has taken to reform its economy, but is still critical of the
bureaucratic delays and corruption which discourage investors. Why does it
seem so difficult for India to become more investor friendly?
Making it easier to go bankrupt does not sound, to me, a very sensible way
to increase investment.
I would have thought it is better to find ways of avoiding firms going
bankrupt, but apparently I am wrong.
According to the latest Development Report of the World Bank, making it
easier to go bankrupt increases productivity.
When inefficient firms put up the shutters and leave the market open to
those who are efficient, market productivity can rise five times.
Indian bureaucracy
Anyone who has any experience of India's legal system and bureaucracy will
not be surprised that the Bank has found it takes an inordinately long time
to complete the complicated bankruptcy procedures here.

Bureaucratic hurdles for investors must go, says India's PM
Embarrassingly for Indian bureaucrats and diplomats, who tend to look down
their noses at their smaller neighbours, it takes much less time to go
bankrupt in Pakistan, Sri Lanka and Bangladesh.
And the matter doesn't end there. When it comes to starting up new companies
who are needed, among other things, to replace those going bankrupt and so
achieve that increased productivity, India is bottom of the league again.
It only takes 24 days to register a company in Pakistan, while in India it
takes 89.
The World Bank identifies corruption as the greatest constraint on
investment in all South Asian countries, and in India there is a link
between corruption and those delays in bankruptcy proceedings and
registering a company.
The delays come about because of red tape.
China's example
Red tape puts bureaucrats and politicians accounts in the black because it
can only be cut with their agreement - which comes at a price. So for most
politicians the more procedures the merrier, and the longer they take the
better.
 The Communists, whose support is essential to the government's survival,
instead of heeding the World Bank's advice have refused to allow its experts
any say in economic planning

India is particularly anxious to emulate China by persuading Indians abroad
to invest, but one such potential investor told me: "When I go to China or
South East Asia there is corruption, but you get what you pay for. In India
the situation is so complicated that there is no guarantee you will get what
you pay for."
He described India's corruption as "inefficient".
A few years ago, the government's vigilance commissioner put it differently,
regretting the demise of "honest corruption" in India.
The investment climate has improved since the early nineties, when India
started to liberalise its economy.
But the World Bank report shows India still has some way to go just to keep
up with its neighbours.
Communist objections
The new Prime Minister, Manmohan Singh, a distinguished economist who
pioneered economic reforms in India, has said bureaucratic hurdles for
investors must go.
The finance minister, an ardent reformer, is trying to do just that, while
the industries minister is fighting to retain the hurdles his ministry has
set up.
The Communists, whose support is essential to the government's survival,
instead of heeding the World Bank's advice have refused to allow its experts
any say in economic planning.
So, as the battle goes on, Indians continue to lose the jobs - and their
government the tax revenue - the investment which goes to more
investor-friendly destinations could bring.

and that all they serve is to tickle. Whereas Bardez sausages are 
definitely bigger and more filling.

Predictably Elton will deny his roots and Gabe will discuss which sausages 
go well with Stella and Alfred will wax poetic about how Sofia College 
girls preferred the South Goan sausages.

My gut reaction is that the GoaNet Admin Team will soon declare this topic

Many, many thanks for further clarification on so many issues relating to
East African Goans, and in particular, the obscenity (my choice of word) of
Christian Goans, still believing in caste, without even a fragmentary shred
of genealogical and other scientific evidence for it. The paradox is that
these very caste believers/practioners complain about white, black, yellow
and other racisms but are too stupid or ignorant to recognize that casteism
is racism in terms of the core elements of which these reified social
constructs are constituted.

Most curiously, I never get a retort to my strongly asserted position, as
above, from Christian Goan casteists who are committed to caste
ideologically and/or in practice. I therefore ask if  this is too big a
challenge for today's Christian Goan casteists?  Is it too
impolite/insensitive or politically incorrect to raise such an issue? Or has
the ghost of caste now given up?  Or, even more, is it, fortunately, a
chimera or illusion in this day and age, in the Western Goan Diaspora while
it still festers and oozes pus like an  unhealing sore in parts of Goa?

Gilbert does not say how he managed to visit the Anjediva island and see all
around, even climbing to the top of the hill. Does this mean that the
restrictions imposed by the Ministry of Defence (Navy) have been lifted and
that civilians can now go to the island whenever they wish? If so, it is
very good news indeed.

Good news is also the information that the small Church of Nossa Senhora das
Brotas is in a reasonably good state of conservation, contrary to what we
were given to understand some months ago (February?) by Godfrey Gonsalves.

My compliments to FN for a well written, well researched and an anylitcal
piece on degradation of Goa environment.

Evidently, we cant blame the administration & civic authorities alone as
we, the common people are equally at fault for remaining SILENT and not
getting involved.  It is a pity that inspite of intellectuals in n around
Goa, we have nobody of our own in PDA (CTP).  Our duty is not over after
making the netters n sundry aware of the problem areas, the same need to be
actioned - common people write letters enmasse to the authorities concerned
via print media and if that strategy does not work then I guess we have no
other choice but to have a person from our State inducted as CTP or take
this issue to the streets, as some fellow Goans have already shown the way.

The good Lord has given us this beautifl neck - can we at least stick it
out for a good cause, inter-alia several other issues which will help our
children inherit the earth in its pristine beauty?  The Almighty only save
those who gets involved!

Congress wins Arunachal Pradesh

The governing Congress party in the north-east Indian state of Arunachal
Pradesh has secured a majority in the elections to the state assembly.
Congress won 34 of 60 seats. Independents won 13, while the Hindu
nationalist Bharatiya Janata Party (BJP) secured just nine seats.
Congress chief minister Gegong Apang won his seat, as did his main rival.
Correspondents say Congress did not do as well as expected. All eyes are now
on who will be new chief minister.

Comment: Please, please can the Goans in Goa do the same in the forthcoming

Web Crow can give most crossword experts a run for
their money due to its multi-lingual abilities,
believe its creators. "It may not be able to solve the
most difficult clues all the time, but it can solve
most in most languages. What experts can do that, even
in two languages?" Gori said. 

Gori and Ernandes are also hopeful that the algorithms
developed for Web Crow can also be applied in other
areas requiring artificial intelligence like, for
extracting useful info from net automatically or to
generate the most befitting combinations from a large
data such as course schedules or staff shifts.

Why do you go all the way from Baga to Salcete to buy
"Saxtichim cheurisam" when you can buy good
"cheurisam" from JOAO INACIO in Mapusa, Bardez? 

Dombab: the ones i get from salacette are prepared by
my friends mother. "mother's recipe" and tasty..

JOAO/COSTA'S or any commercial brand available whether
in mapuca or margoa are absolutely rubbish.

The last lot of giveaways i picked were of "AMF" brand
and have been so far the best.

Even the ones which are sold at the friday mapuca
market are not 100% Dhukra maas...though they are sold
in numbers and look tempting.

I don't really relish the sausages. These are
"giveaway" items besides the "zantyes"  cashew seeds,
i get for the folks back in Kuwait.

specifically mentioned JOAO INACIO sausages in Mapusa, Bardez, because they 
are a registered brand and famous all over Goa.  I have been buying these 
sausages for decades now and have found them to be of good quality, made of 
pork meat.  I know to differentiate between a genuine and duplicate sausage. 
 If you think the registered brand I mentioned is of inferior quality, as a 
consumer you have every right to take action against the manufacturer.  BTW, 
we are not talking about roadside sausages because anything that is bought 
from the roadside cannot be expected to have a quality – “Sovaichem khann 
pott fughem!”

My dear Dr. Francisco,

I am most glad that you have had time to comment on my post.

However, I would like to remind you that I have always known how to separate
the chaff from the grain. You specifically, Datta Naik and others of the Lok
Shakti , are, have been and always will be the stalwarts in the defense of
Secular Goa and Secularism in general.

My feelings of frustration have been vented on the  persons whose names  I
have mentioned in my write-up. Rest assured the unnamed are our friends and
should remain friends until we can clean up the rotting guts of Goa even
with the little help from the weeping Judases themselves who may want to
save their necks from the impending  noose.

There are many persons who are doing much much more than I could ever  do
for my Goa. May I say that I am just a little pawn in this big game, like
many others, and , it being there,  will not make a bit of a difference
unless the bigger, taller players will lend their logistic support to
protect their rear, so that they may fearlessly advance to inflict whatever
damage possible on the enemy.

Easy money luring beach-belt school students

Despite various efforts school drop-outs still continue to be
a problem in Goa. The Navhind Times presents a series of
reports covering different areas.

Poverty as well as affluence are causing students to drop out of schools
along the Calangute tourist belt. The poor children, mostly of immigrants,
take up jobs in hotels, shacks, supermarkets and other commercial
establishments.
The late-night hours take a toll on their health and they finally drop out
of school. The children of the nouveau rich, especially of those who run
shacks, guesthouses or hotels are simply too distracted or too bored
with studies.
Despite the kind of work their parents put in, the feeling among them is
explained as, "if money is so easy to get, who needs to study?".
It is some consolation that many children from both these categories
end up in the open schools run by the government or NGOs.
First, the have-nots. It is common for students, mostly of poor immigrants,
to take up jobs as waiters, dish-washers, supermarket attendants,
apprentice mechanics, etc, either to supplement their parent's meagre
income or to substitute for an alcoholic father.
According to the headmistress of Mark Fernandes Memorial High School,
Calangute, Ms Flavia D'Souza, these students work well past midnight
in the hotels or shacks but still attend school the next morning. They
are unable to concentrate in class due to lack of sleep and some even
complain of headaches, she said.
Having experienced the heady feel of money, many drop out of school
to earn money full-time, said Ms D'Souza, adding that last year itself,
about eight students left the school and many of these were reported to
have taken up jobs.
On the other side of the drop-out crowd are the children of the newly
affluent. According to a senior teacher from the Little Flower of Jesus,
Calangute, many children of people owning guesthouses, shacks and
other such tourism-related businesses are too enamoured of their foreign
guests' bohemian lifestyles.
"In one season, their families make lakhs of rupees. I could not make
that in my entire 15 years of service," said the teacher. She said with
this "easy money", comes motorcycles, mobile phones, flashy clothes,
rings on the ears of young boys, who all want to ape the tourists.
So aggrieved was the teacher, that she was moved to say: "At least
as far as our school is concerned, tourism, television and the Internet
are not a blessing but a curse for today's children."
The headmistress of Little Flower said around five students dropped out
of the school last year.
The headmaster of St Joseph's High School, Arpora, Mr Tomazinho
Cardozo, says it is difficult to tell the exact number of students who
actually drop out of school.
Earlier, it was presumed that those who do not collect their leaving
certificates had dropped out. But now students collect their leaving
certificates saying they want to join another school. They then go
and take up jobs and this is only known when other students inform
the management.
Last year alone, Mr Cardozo had requests from 17 students who wanted
to leave the school. He advised them that to at least go to the government
open school in Parra. Mr Cardozo says another reason why children in
rural schools tend to drop out is because they have difficulty in coping
with studies.
In the open schools, they have to take only four subjects of their choice
and may leave out difficult subjects like maths. Despite the perceived
disparity in academic content, the SSCE certificate of open schools is
equivalent to the SSCE certificate of normal schools.
According to Mr Cardozo, more and more students are flocking to the
open schools, such that in another five years, they may threaten the
existence of the normal schools.

PROVEDORIA LOTTERY LOSING ITS CHARM: The century-old Provedoria lottery of
Goa is losing its charm, apparently due to more attractive lotteries being
sold in the State. Provedoria prints about 2 lakh tickets bearing a cost of
Rs.2 per ticket every week.It has 19 agents who are offered a commission of
20 percent on sale of tickets. Cholleti Prabhakar, Director of Institute of
Public Assistance (Provedoria), told Herald that the increase in gambling
activities like "matka" has grabbed market share of Provedoria lottery.  (H)

DELIMITATION SPARES SALIGAO CONSTITUENCY: The Delimitation Commission has
retained the Saligao constituency, which was renamed as Guirim constituency
as per the draft working paper. However, the Pale and Loutulim
constituencies have been renamed as Sankhalim and Nuvem constituencies
respectively. With this, there will be now only three new Assembly
segments - Porvorim in Bardez taluka, Vaddem in Mormugao taluka and Davorlim

RAZING OF NEW TRAFFIC ISLAND: While one of the arms of the newly-developed
traffic island near the tourism jetty was bulldozed on Sunday midnight
another is being dismantled.The beautification of the traffic island under
the new Mandovi bridge was carried out by Sesa Goa only recently. Just
across the Ourem creek, another projected styled as a marine park, which had
been completed at a cost of approximately Rs.20 lakh, has been damaged in
the course of the ongoing work for the construction of the alternate new

HOUSE BURGLED AT BENAULIM: Unknown culprits committed a burglary into the
house of one Purshottam Vishnu Naik on the intervening night of October 9
and 10 at Mazilvaddo in Benaulim. The culprits stole away valuables and cash

VP'S STALL INSTALLATION RESOLUTION SUSPENDED: The panchayats directorate has
issued an order suspending a resolution passed unanimously by the village
panchayat of Se Old Goa to invite applications for allotment of space for
installation of stalls during the forthcoming exposition of the relics of St

SARPANCH STAGES DHARNA: The sarpanch of Old Goa village panchayat, Mr
Nilkhant Bhomkar, who resorted to a day-long dharna near the Mahatma Gandhi
statue at Old Goa said his fight for restoration of powers and functions of

'GOA WILL NOT ACHIEVE FREEDOM WITH TOURISM': "Goa will not achieve freedom
as long as tourism industry dominates the state's economy," opined Justice
Chandrashekar Shankar Dharmadhikari, former judge of the Bombay High Court
while speaking on the topic "Are we really free", at the convention hall of
Hotel Mandovi on 10 October. The lecture was organised to commemorate the
87th birth anniversary of Pandurang Mulgaonkar which also coincided with the
